A single target, it was what the councilor had given to him. An agent of the Batarian Hegemony that had been responsible for atrocities that would make most men cringe. According to the details on the provided file, the Batarian, Yansha Ivtress, was a master of torture, an expert in extracting exactly the information she needed from the people that were on her table.
Ethan's search led him to the refugee camps. His target was working as a doctor. Her experience with medicine leading him to know the exact points upon which to inflict the most pain without killing her subject, all to indulge her own sadistic impulses.
There wasn't much work he needed to put in to find her, simply asking, and putting a bit of credits in someone's pockets, was enough to be pointed in the right direction. The doctor was holed up in an old shipping crate, retrofitted to provide a moderately sterile environment. Ethan opened the door, and his lips curled when he saw the four eyes. She was cleaning her instruments, red stains coming off of a scalpel onto a towel. As Ethan entered the crate, he put his hand on his gun, packed against his hip and spoke up. "Yansha Ivtress. You're under arrest."
Within the span it took him to blink, the Batarian had whipped around, flinging her scalpel directly for him. He reacted quickly, biotics flaring and he managed to knock the scalpel away, it clattered against the wall behind him. Ethan unpacked his gun and took it in his hand, lifting it to where the doctor was. But she had already taken a larger bonesaw in her hands, and moved incredibly quickly, slashing the heavy tool at his chest.
Ethan ducked back, simultaneously using his biotic force to move her hand, flowing the course of energy to move the saw from striking him. But she was fast, a scalpel in her other hand snaked up, jabbing into his side. He twisted and howled in response to the pain, knocking the blade out of her hand, but she kept pressing the engagement into close quarters, too close for him to use his gun, and staying too low to be easily knocked off of her feet with biotics.
They kept up the dance, him trying to shift his own position to get some distance between the two of them, blood staining his shirt from the scalpel wound. She kept pressing her attack, he was able to deflect her assault, keeping the saw in her hands from making any deep strikes.
Until finally her reach exceeded her grasp. The thrusted the saw directly forward, trying to send the serrated edge directly into his chest with all the force she could muster. Ethan used his biotics and twisted himself out of the way, pushing against her back to drive her against the wall. With her back to him, he fired a quick shot, catching her in the back, still alive she turned, but another two shots took her out of commission.
Ethan stepped away, the medi-gel dispenser on her wall spurted out the viscous fluid, which was quickly applied to his stab wound, stemming the blood flow beneath his already crimson-soaked clothing.
He opened his omni tool, collecting photographs of the area and of the body crumpled in front of him before contacting Citadel Security. "This is Ethan Edwards, coded under "Paladin". I'm calling to claim the bounty on Yansha Ivtress, case number: 842.857.389, deceased."
The responder on the other end paused, the slight ticking of information being entered sounded out into his ear. "Understood, we'll have an officer out to confirm shortly."
"Councilor is there somethin' y'need that y'must walk into my shower unannounced?" she asked, peering at the man across from her while mostly hiding behind the curtain.
"Out. We'll talk when I'm actually dressed and dry."

The Batarian government was on the ropes, there was little question of that. But the unfortunate fact was the the Hegemony still controlled what was left of their world. They held their rule with lethal efficiency, deadly agents sprinkled across the areas of their influence and a culture of informing and mistrust ensured they would stay in power.
For now at least.
The Batarian resistance was initially a small organization, an absolute necessity given their opponent. Many of their leaders had been "disappeared" once they proved to be sufficiently popular to threaten the Hegemony. Too many others were resigned to work camps. Until the reapers reassigned those populations.
Fortunately for Councilor Davids, there were a few of these leaders that had managed to escape the destruction of Batarian territory. He was speaking with one of them, the man that had become the head of the new resistance, protected from Hegemony assassination attempts by staying in the diplomatic quarters of the presidium, hidden away from prying eyes.
"Mister Teruus. It's good to see you're still well. I hope everything has been to your satisfaction."
"It's fine. After the Hegemony's camps, it's hard to not be content."
"Well, if things go well, you'll have more to be content for. I am planning my strike on the Hegemony soon."
"Mmm." The Batarian didn't say much in response, simply nodding his head, briefly shutting his eyes.
"I wanted to discuss resistance support. It will be important."
"I do not want a new government for my people to be founded on bloodshed, too much has been spilt already."
"You will not need to. The hegemony will be tried, fairly, I have enough evidence to ensure they spend a very long time in a very small cell."
"And their agents? The secret police still has power."
"In a few days, they'll each have bounties on their heads. And then my own agents will be able to stop them."
"mmmm."
"But I need to know the people will be behind their fall, and you."
"Peace is very popular."
"Good. But, the Alliance, and the council, needs more. The Batarians will need to abolish slavery, open your borders, and join the treaty of Faraixen."
"We will not abandon our traditions."
"Then you will not have our help."
The Batarian paused and nodded his head in resignation. Recognition of just how much the Batarian people needed help from the outside, despite the tradition of slavery. "I understand."
Councilor Davids stood. "Now that I know where you stand. I will begin my own plans to stop the hegemony. Open elections will be held after their fall, the Batarian people will decide their future."
The Batarian nodded again, a silent smile across his face. "I wish you luck my friend."
"The same for you."
Ethan walked through the meticulously arranged pathways of the Presidium towards the councilor's office. The man was seated behind his desk, by all appearances behind on his paperwork. The message Ethan had received wasn't exactly specific, only mentioning that he needed his experience with the Quarians.
