IMDb Starmeter just means how often a person's IMDb  profile page gets looked. 

For example, Danneel Ackles' Starmeter shot up temporarily thanks to Harold and Kumar escape from Guantanamo Bay and people were curious who she is. Ranking 200,000 and below indicates consistently working actor, ranking 2,000 and below well-known actor, and 200 and below celebrity. Prior to my first movie I was ranked well below 300,000.  When that shitty independent movie was released in theaters, my Starmeter ranking shot up to 25,000-ish for several weeks before dropping back to the ether.
