If you mean "most successful in pursuit of their goals" It's Ilex>Incana>Atropa>Ophrys>Ashraf and the others aren't really on the list.
24: A lot of them weren't traditionally schooled in any way. So I'd say Incana>Atropa>...>Ilex (Ilex was not schooled in any way as a sapling and is too much of a shit to listen to anyone but Ilsovien now)
