The ability of our pilots to link up with our tanker and get fuel to continue the mission is critical to our success and to our mission here in the Pacific region. Each pilot must demonstrate proficiency. And we practice first in simulation, daytime and nighttime. And then weâll do it outside, low-level light, high-level⊠we will do it at different altitudes, so all of our pilots have experience in refueling under a diverse set of conditions.

One of our pilots on board last night was involved in flying to Kuamamoto during the earthquake. You will recall, we were training in the Philippines, when we got the call, Ospreys lifted off from the Philippines, and they refueled in the air, tanking in the air, all the way until they hit Kumamoto, where they provided humanitarian and crisis response support.

As you know, Ospreys have flown in multiple countries across the world. Soon, Japan will have Ospreys as well. And decisions were made across Washington that we would NOT stop flying Ospreys in California and around the world, Â based on what we know; why the Osprey was damaged was because it hit a blade. The blades hit the hose. And so the decision was made around the world, U.S. Air Force, U.S. Marines, many different nations, the Ospreys will keep flying.

As the Commander of the Marine Forces Japan, I have decided  that we will stop flying Ospreys here in Okinawa, today.  And we will not fly again until I am satisfied that we have reviewed our checklist, that we reviewed our safety and flight procedures, and that General Sanborn, my Commanding General of the 1st Marine Air Wing, comes back to tell me we have accomplished everything that we need to accomplish before we fly Ospreys again.

What we have been able to rule out, though, was mechanical failure. Because itâs not a mystery. We know why the Osprey went into the  water. It went into the water for the reasons that I have discussed before; because during refueling, the blade hit the hose.

And we are discussing, again, with the Government of Okinawa, on salvage operations, working with U.S. Navy, the Japan Coast Guard. So we are looking at options on HOW to get that aircraft out of the water and recover it back to our base.
