in da2 one of the slides mentions there are only 12 Circles outside of the Imperium and it makes me think about two things
one, that therefore a Circle must be overwhelmed with people
two, that while the saying that every Circle is different in some way (ex Montsimmar will play Orlais' Games so the Mages here will have meddling with the Court, or that Nevarra's probably encourage Motarlitarsi, while Kirkwall was a iron fist and Ferelden allegedly more permissive (allegedly.), or how the Rivaini Circle was not overseen by Templars for a while) can be true, it still means that One Circle Being Bad means 8.3% of the Mage Population (if we consider the mages are spread equally through Circles) would have terrible life condition
And we know Kirkwall wasn't the only bad place, we know the Spire was also horrible (so crack that up to 16%), Ferelden had extremely concerning tactics to "keep the peace" such as encouraging the "weak ones" into blood magic so they get caught and culled them away from "the good mages who wouldn't cause waves" -- and that's not counting how easily the Rite of Tranquility may be applied to one another ect....
And "16% of the mage population are treated like shit" is already a concerning number and it's not even a final one.
Every Circle may have had different politics and different ways to exerce control over its mages, some probably more humane than others, allegedly, but remembering there's 12 Circles means that just even "a few bad apples" means an enormous percentage of people who suffer from the system, even if we do believe that the most benevolent Circles are good place to be (which i don't believe so).
So just. man.
