I feel like since in season 1 Taco had her arms in her shell almost the whole season she got really used to it, which is why in her early appearances in season 2 she kept her arms in her shell. Alsoooo I don't think she needed her arms too much for spying
Plus she probably kept them in her shell to protect from the cold
