Honestly reading the goblin emperor after reading hands of the emperor is so tough bc everyone feels SOO informal like oh mannn wdym ur just telling the emperor “u should do __” rather than carefully implying it, wdym ppl just get in his personal space without the guards stringently keeping them to a distance, wdymmmmmm ppl can just barge into the Emperors office in his personal rooms and he only has two guards per shift for a total of 4 guards (he’s not even a planetary mage!!!!! Planetary mage HR got more guards!!!!!!!!!!!)

basically the way i see it fitzroy is trying REALLY HARD to do Normal People Things but his major stumbling blocks are a) hes been a god emperor for 100 years and also kind of has a complex about it and b) his most recent benchmark for Normal People and also Interacting With People Who Aren't Grovelling Sycophants is the notorious weirdly dedicated Wide-Sea-crossing Aurora-humming government-reforming treason-committing madman Cliopher Lord Mdang. so.

Headcanon: because his Radiancy is bad at math he never worked out the calculations for what timeline Zunidh was supposed to be on, he just did what Kip told him, and because it would never occur to Kip that HR was not perfectly punctilious in every way he just assumed that HR had worked out the math, and the miscommunication means that all of Zunidh just got dragged on to the Vangavaye-ve's timeline after the Fall, and everyone else assumes there's a reason that the two highest heads of state insisted the world get on Gorjo Mean Time, and the neighboring worlds, echoing a hub of relative stability, are gradually shifting to Zunidh's timeline and eventually nine worlds are going to sync their clocks to the Vangavaye-ve because Kip was homesick.
