Hatters are a VERY special occupation. For SOME REASON, everyone in the world struggles with the idea of making a hat. They just don't know how to do it. So strange, so elusive, it's a skill that no one has.
... No one except for a nice bucket-full of hatters. Hatters are lucky enough to have the ability of hat-making come naturally to them and thus it is their duty to make hats for the magicians of the world. Consequently, hats are very expensive and a luxury. TYPICALLY magicians are the only ones wearing hats but sometimes people of high stature will wear hats to boast their wealth and sometimes a hat will be part of a uniform depending on where you work.
Hats are NOWHERE near as common as they are in our universe haaa

QUESTION what happens when a person doesn't have their hat. Can other people use their magic? I guess I'm dumb when it comes to grasping this magic business. Does a person's magic rely on a specific hat that they own or could they use any old (or great) hat?
Oh do you mean like if you lost your hat it would be like losing your purse or something? Nah, it's not like that. Any hat will lead to your same personal void. No one can access it except for you. The ability to use magic at all is not affected by the presence of a hat (except hat magic of course which requires a hat)
Question 2: If it is specifically hats that work for this magic, even if the hat itself is not magical, where is the line drawn for what qualifies as a hat? For example, I'd assume certain kinds of headwear that aren't "technically" (or just called) "hats" SHOULD be able to do the same thing, such as a hood, seeing as it is exclusively worn on the head (and hoods were historically folded/worn as hats). How much "hatness" must the hat have? What if a magician always wore a bandana on their head?
Hoods and bandanas are more like head-wraps than hats. Especially hoods, they're connected to an entire piece of clothing wow. Hats by their definition are independent objects of varying sizes designed to be worn on the head and possess a... bowl like shape? Like enough of an inside to fit something inside of it, and it the inside cannot be filled in, there must be a hollow. If rested on a desk it would be free standing and maintain a three-dimensional shape. Hats just can't fall flat.
Aauagh hats. TL;DR hoods, scarves, bandanas, head wraps, headbands, etc do not qualify as hats.
Here's one for you: Could a magician pull a HAT out of a hat, provided they knew all about hat construction and such?
Magicians CANNOT pull hats out of hats! Everyone has a limited understanding of hats in the first place (THERE'S A REASON WHY THEY PRACTICALLY WORSHIP HATTERS). When they try to conjure a hat... nothing happens. It just can't be done. IN THE EVENT that you are SOMEHOW able to create a hat, its function as a conjuring tool would be broken. It would become merely a headpiece.
But again, I don't think that'd be possible.
