"We made a game where people can choose to be good or choose to be bad and for some reason everyone keeps choosing to be good" have devs considered they are bad at creating interesting choices
Like, this has happened with literally every "choice-heavy RPG". People went overwhelmingly paragon over renegade in Mass Effect. Dragon Age games don't even have an interesting villain route. Baldur's Gate 3 made a character specifically for evil mode and STILLLL most people choose the redemption route. Tyranny is literally about being the villain and STILLLLLLL people generally tried to choose to be good. BioShock.... wasn't allowed to even really try, but still, "will you kill a little girl or not?" was never going to be a very hard choice, imo.
Like. These are not interesting options! "Will you be good or will you be bad" no shit, people are going to choose to be good. So don't let them! Change the parameters of the choices!
