Oh, yes, that's a must. Having solid characters, realistic characters and not just character archetypes, is something I see as being absolutely necessary for a proper story. So, I am definitely going to be spending a good amount of time on characters. Plot is important too, of course, but you can have strong characters carry a weak plot, but a strong plot will only consume weak characters.
