When things looked impossible or his age made him doubt his impact. He remembered Fenton and Gorillas. When he took on authority he remembered articles of the same kid taking on his obviously corrupt Mayor (why else would an out-of-state millionaire want to be mayor of a small town. Obviously, it was corruption) and he thought about bringing the matter to Batman's attention-Plasmius had interests and connections that made him a subject of interest to Batman after all, but ultimately decided that Fenton had the matter well in hand and simply flagged the file as 'low priority' 'developing' to keep an eye on it without pulling his father's full attention towards it.

Life settled, for the both of them, and Damian found himself increasingly pulled away from his side interest(s) and back into life in Gotham. His file on the BatComputer growing metaphorical dust while the one in his drawer accumulated real dust (even Alfred knew better than to go through any of the kids drawers-unless he heard noises indicating a smuggled animal- he left well enough alone).

Maybe if he had kept better track of the boy he would have been better prepared for (literally) running into him in his 8am "Intro to Astronomy" class.
