Thank you, first off— I understand that St. Cassian’s and the whole setting of RTC and Legoland isn’t real , however it is based on a real place.
In the tour of the stage by Elliot Loran playing Ricky , he references the use of wheat as decoration on the stage, calling saskatchewan an agricultural land— this is true !
So yes , Uranium City didn’t actually have a school called St. Cassian’s , or a fall fair , or any of that, but the town is broke ! Elevators are probably expensive to the dying town , and it’s a town that definitely has no government funding , so buildings should at most be three stories , and no higher. The public school is closed , the hospital shut down , hell most of the opening songs (Uranium suite , Waiting for the drop , Tragic fact , and Fall Fair Suite) all mention the town having being crumbled down , broke , and abandoned.
Even if there was an elevator it’d be very dingy , slow , and overall just bad quality in general.
