I mean it is actually quite brilliant. Create angels. Indoctrinate them in the Great Plan and the importance of absolute obedience. Wait a while and see if anyone breaks their programming - find out who the rebels are, the questioners, the angels with ideas of their own. And then-- here's the clever bit-- let them rebel. Incite it even. Bring it on. Let them rebel and cast them out, all the rebels, all the questioners, all the free-thinkers, anyone who could be trouble. Let them think they are fighting for some kind of freedom, let them think they are the rebels, use their trouble making abilities to your advantage, but oh, no, Hell is part of the very same cult. They've escaped nothing. They are still playing out your plan. The rebels get to rebel (but are actually exactly where you want them to be). Now that you know who the trouble makers are you can control them more brutally with actual violence or better yet get them to control each other brutally (so your hands stay clean). In fact, can set up the most rebellious of the lot with control and power over Hell. A little sneaky deal, an official position. Too easy.

And with that whole horrific experience you have terrified all the remaining angels. They are not going to even think about questioning orders. They are terrified of Falling, terrified of Hell. They are fully indoctrinated.
