okay but while the NCR might want to exploit the technological resources of the Mojave in the same way that House was exploiting the economic base of the NCR they do at least have plans to eventually annex and make full citizens of the NCR the citizens of New Vegas and the Mojave, in the same way that they've been seen to do with all the other settlements that have something they want

unlike the Legion which wants to seemingly come in, wreck absolutely any tech they can find instead of putting it to use, enslaving, exterminating or violently forcing the locals to shed their individuality and join the Legion's monoculture

like that isn't even speculation it's their modus operandi: it's what they've stated are their intentions, it is exactly what they do in their supported end game, it is what they've done some 88 times previously and seem to have had no qualms about

yeah you could argue that the NCR is exploiting the Mojave to keep California up and running

you can't say that they're literally raping and slaving their way across the wasteland through the expansion of an inherently (and intentionally) misogynistic murder-machine

I support the Legion more than the NCR.
