In a roundabout way, it's too democratic. There's too much politics and too many politicians meddling in the bureaucratic functions of American government. Governments with a free and independent bureaucracy like Germany or Japan don't have this problem.

Democracy is involved in that sense, yes, but referring to the US as a Democracy is wrong, because the general public does not make the decisions sans revolution. This discussion could go for hours, but the biggest sticking point is that the average citizen does not have the right to elect the head of state, only the people that appoint the people that can elect the head of state.
