Net result: You draw two cards and your opponent draws 1 card. The inverse is also true if your opponent would draw a card.

That’s really two separate questions, but the local post service is very good! It’s quite reliable and fast given our proximity to Canterlot.

To expound upon the matter, most of the mail flows in bulk between large transit hubs, either in hoof-written form or transmitted in Horse code (which is faster but loses some of the personal touch). As such, proximity to such a hub is definitely an advantage, and Canterlot is such a hub.

In Canterlot, letters are loaded onto the next train passing by Ponyville. Once unloaded, letters are brought to the local post office for sorting. Then in the early morning when most are asleep, post ponies will distribute the letters, which means letters sent from a major city the day before can usually arrive in time for ponies to read when waking up.

As for how letters are distributed outside Equestria, there’s not much I can tell you, but I do know there’s no organization in charge of handling mail across borders. Once mail reaches a distribution point at or outside Equestrian borders to be sent further, it ceases to be the responsibility of the Equestrian Royal Mail, so how it is handled from there on out is not something we have much insight into.

Presumably the methods would vary a great deal depending on the destination, as different places would have different means to distribute mail depending on the state of the infrastructure and what types of creatures live there.

Of course, highly important or classified missives are often hoof delivered by a courier (typically a pegasus) to ensure a definite and secure delivery. But that’s more of an exception than the rule.
