Validar, anticipating his upcoming meeting with Chrom and the Shepherds decides he would like some leverage to push the young king to give up the Fire Emblem. When Chrom sent Frederick out to search for the final gemstone of the Fire Emblem it presented Validar a unique opportunity to gain just that.
For Chrom, Frederick's presence has been as constant as the sun overhead since he was a little boy. Years ago, Frederick had told Chrom that as long as he lived, should the young prince call, he would come. As such, it had never occurred to the king of Ylisse that he could call out and and nobody come to his aid- and it certainly could not be possible that, here, in a Plegian palace, mere inches from his loyal knight, his call would be met with silence.
