So the Flame Tribe and Wind Tribe have swapped places in terms of independence from Hoshido?
Both the Flame and Wind Tribes are independent from Hoshido, but their relationship with Hoshido are not the same because of history and religion.
The Wind Tribe maintains a solid alliance with Hoshido brokered by friendly relations between their people and local Hoshidos with the added bonus that Sumeragi and Fuga were friends. The good vibes between them is also due to the fact they share the same beliefs and practices, at least in regards to worshiping the Dawn Dragon, his ancestor and fellow priestesses. The Wind Tribe have historically had very strong ties to the Vallite priestesses and their main village guards one of the only exposed and intact shrines in Hoshido, which has made Hoshido more inclined to be friendlier. Pretty sure there has been conflicts before then which could sour relations, but in recent history things are smooth sailing.
The Flame Tribe are treated differently because of the lack of common ground and the Flame Tribe’s strict policy of isolation, so Hoshidans did not have a good chance of making friends with them. Because there wasn’t good communication, some Hoshidans have tried simply seizing the land, often coming into conflict with the Flame Tribe and deepening that divide. The Flame Tribe used to dominate the entire north area of Hoshido but after much conflict with Hoshidans and other tribes as well as unfair legislation on Hoshido’s part, they only own a quarter of that land now. The Flame Tribe also worship the God of the Flame, not the Dawn Dragon, so that’s another point of contention for anyone in either side who actually cares about religious differences.
