I think it depends on the skill in question. For example, I stopped playing guitar years ago and I've forgotten how to read music. They say you don't, but I sure did.
Other things I like to do, though, like coloring with Prismacolor pencils, sewing plushes (with well-detailed guides!) and other crafts I don't get to do often, don't seem to dissipate with time.
I think it depends on what level of value you place upon the skill in question.
