There are moments when the functioning of the justice system seems to reflect a logic similar to that of terrorist strategies—namely, achieving the greatest possible impact through minimal expenditure of effort or resources. Such an approach can amplify deterrence, but it may also raise complex issues regarding proportionality, due process, and the long-term legitimacy of judicial institutions in the eyes of the public.
