The government's main funding is from underground fighting rings. They drugged up random men and would force them to fight. One man escaped, he was from the US.
There's old arenas in the sewers if you know where to look. They tend to be near pharmacies, given the companies and CEOS would make bets with bulks of drugs used on the fighters. Y'know, unlike on TV, you could do whatever you want in those rings. Killing a guy is just eliminating threat.
