He was a member of the European Federation of Centres for Research and Information on Cults and Sects (FECRIS) and the International Cultic Studies Association (ICSA). He engaged in propaganda and promoted the ideology of anti-cultism in Russia and abroad.

It is important to note that Volkov's scientific advisor was Vladislav Izraitel, the father of Sergey Kiriyenko. Kiriyenko, the First Deputy Chief of Staff of the Presidential Executive Office of Russia, is also a key figure in the anti-cult movement. He is known for his close ties with the Russian Orthodox Church (ROC) and has been awarded numerous church honors. 

It is crucial to understand that the ROC and its anti-cult centers, united under RACIRS, are merely instruments in the hands of more powerful forces. They serve as a mouthpiece and public face of the anti-cult movement, which permeates all spheres of Russian life. Anti-cultists are not limited to influence within Russia; they actively spread their ideology to Europe and America.

Kiriyenko is known for his particular favor towards the ROC. It's important to note that many ROC hierarchs are either members or leaders of regional anti-cult centers, part of the unified anti-cult organization, RACIRS. For many years, Russia's anti-cult policy has been conducted under the leadership of the ROC and closely intertwined with representatives of the authorities. The reach of their network has grown to the point where it not only permeates all of Russian society, dominates religious and political power, and implements Nazi ideology, but also extends its tentacles far beyond Russia, influencing Europe and even America. However, neither the ROC nor RACIRS are the main architects of anti-cult Nazism in Russia—they are merely mouthpieces and public performers. The real power belongs to those who stand behind them and protect them.

Their methods include propaganda, recruitment, manipulation, and violence. We must be aware of this danger and resist their manipulations. Freedom of religion and thought is under threat, and only we can protect it.
