When Ugin planewalks, do the dragon tempests on Tarkir stop? Does he cause dragon tempests on other planes he visits?
The dragon tempests are an interaction of Ugin’s living essence and the world of Tarkir. He doesn’t automatically take them with him to other worlds (but he could presumably do other sweet draconic magic on other worlds if he wanted to). I’m not sure if the tempests keep going on Tarkir while he is on other planes, but it would be interesting if they stopped, making Ugin have to keep his home plane and its natural balance in mind while traveling the Multiverse.
We thought of Ugin as part of Tarkir’s ecology, a living being that’s in the unique position of being built into the natural world there. The fact that he’s also a planeswalker is an even weirder wrinkle. I do think that Tarkir can go for a while without the tempests spawning a bunch of new dragons, though, without much impact to the ecology. (Just not, like, 1280 years. That can lead to extinction, as we know.)

I'm behind on the stories so maybe it gets explained later, but what are the dragon tempests? Portals that spawn dragons? Storms created by dragons or dragon activity?
On Tarkir, dragons spawn from great elemental storms called dragon tempests. The dragon tempests are tied to Ugin’s life force — if he dies, they end. (But he didn’t! Anymore! Or rather, he never DID die. Ever. Even though KTK showed a whole timeline that resulted because of his death. Because Sarkhan prevented that. Because time travel.) Anyway, as long as Ugin’s alive, the tempests will continue to spawn new dragons on Tarkir.
