Dr. Gruff is a lost flea who spent most of his life in the City of Steel, not having an owner. Despite this, he has acquired quite a bit of wisdom over the many healthy years he has lived. Not only that, although he is the size of an ordinary Flea and has dysfunctional wings (just imagine that, in the scenario on the bottom left corner, that he just did a mario longjump), he packs quite the punch in combat. That comes in handy when those pesky Steelworks -- little robots from the aforementioned City of Steel sent in flocks to exterminate individuals, like the one you see on the upper right corner -- come to raid Fleatopia!
