i personally headcannon that inklings are more resistant to tartar's sanitized ink than octolings. agent 3 was still somewhat conscious during the fight with agent 8 in the elevator. even though agent 8 lost the fight in this au, she still did a substantial amount of damage to agent 3. this damage was enough to snap agent 3 back to reality a bit, which tartar of course did not like.

3 continued resisting even through the sanitization process, which led tartar to use more of the mind control ink on her while she was being sanitized. she wasn't exactly easy to deal with, though...
