Downstream culvert size is an exponential function of flow frequency. Changing the functions of the watershed deteriorates its capacity for ecological services. Adding additional flow to a bottleneck is irresponsible especially when downstream flooding was advised on 8/23/2011 to city council to have "substantial liability."

The Mitigated Negative Declaration does not address the previous issues impact to Belmont Creek and should be replaced with a full Environmental Impact Statement.

Stormwater is the largest quantified aspect of the infrastructure bond. Causing additional damage and then going to the public for a bond will be a marketing disaster.
