'Cause Vash is pretty good with names! And whoever this guy was seemed pretty uniquely stylish? The face-piece reminds him of something, but it's on the tip of his tongue. Livio's terseness and lack of name mention makes the deadeye think he's probably done something to tick him off before, though.
"Um. Oh!" Now he's noticing the bloody bullet-holes in this guy's clothes—just like that other stranger who's said he's met Vash before. Might as well ask the same questions, even if the assassin is clearly not panicked or bleeding out:
"Are you hurt? Did you get into an accident?"
