Well, he hadn't been particularly worried until the kid started talking like that. Bear was immediately put off, raising a brow as he looked over this pair again. Zim was the size of a flea next to him, so he really hadn't been looking that close before, just noticed that the "dog" (which he was now severely doubting was a dog), had foam around its mouth. He had really just meant to do the good Samaritan thing and alert the owner to the problem.
And he might have been able to assume the kid screamed like that because he wasn't expecting someone so big, but then he started emphasizing that he was "normal" and "human", which was not a normal or human thing to do at all.
So Bear crossed his arms over his chest, cocking his hips forward so that he could lean his head back and better make eye contact with Zim (were those red?), "If it's got rabies, shouldn't it be in a carrier or something? You're putting yourself at risk like that."
