The difference between a fan and a stalker is first of all, if they are seeking out where they are and where they are going, and if they are following them even after “achieving” their goal. Adding the distance they keep from them. Like in that pic of Jk shopping, that was taken far FAR too close. 

Second is the way they spread the pic. Stalker have an interesting, but especially creepy, way of commenting and talking about their pic and the “experience” of seeing them.

Third, they seemingly don’t understand what privacy is. And stay close to them even when they are off-schedule, on vacation, or doing anything personal.

Fourth, they don’t see anything bad or “difficult” about following them and taking pics.

Personally, I dislike those pictures that were taken by a normal fan who saw them by accident. Cause I myself, wouldn’t want to have taken pics taken of me without knowing. Even if BTS is probably kinda used to it by now, I wouldn’t want that. I only see the pics as “news” or a “proof” that the person actually saw them there, and wasn’t making up stuff. But I don’t appreaciate them. But that’s my opinion.
