AMI smart metering tender: UHBVN recalibrates risk in Rs 2,821 crore rollout
The UHBVN-led AMI smart metering tender has moved deeper into June after a series of deadline extensions and corrigenda revisions. Originally scheduled to close on 5 March 2026, the tender now carries a revised submission deadline of 4 June 2026.
This AMI smart metering tender covers deployment of smart prepaid metering infrastructure under a DBFOOT metering project structure across Panchkula and Rohtak zones. The scope includes consumers, DTs, feeders, communication systems, HES-MDMS integration, GIS interfaces, and Oracle CC&B-linked billing support.
A key feature of this AMI smart metering tender is the policy-aligned introduction of insurance surety bonds as an alternative to traditional bank guarantees. UHBVN has also shifted SMS, WhatsApp, and email gateway responsibility to the utility side.
The AMI smart metering tender reflects deeper bidder-side recalibration around financing, OEM authorisation, system integration, and long-term O&M exposure. The 10-year contract structure significantly raises execution accountability compared to conventional capex metering contracts.
