Named after her mother, Effie's parents were well-known sponsors of Capitol News, Capitol Tv and more while also being very wealthy bankers. Effie received a good education in the Capitol. However, she was gutted when her boyfriend was stationed as a Peacekeeper in the Districts, in 65 ADD. She was only 19 at the time.

For an unknown reason, Effie and her family were disgraced by her Great-Aunt Messalina. And therefore, her earlier years in the Capitol were difficult. Effie had a younger sister named Proserpina Trinket, and grew up with both her parents. It is said that the Trinkets are related to President Snow.

Effie has known Haymitch for a long time; she stepped in to help District 12 as their designer had not shown up. After Haymitch's victory, Effie stood by him when it came time for him to be presented as the victor of the Games, despite everything he had done to defy the Capitol.
