Since I am also looking for another moniker for the IDM tag. I noticed I might have to group these musicians into several categories. I mean, some of them veer close to downtempo, but I wouldn't dare to suggest the latter might be a synonym for the IDM. While there are several common elements, both of them want to avoid the dictatorship of a dance floor, we cannot call all of them to be the members of the other. Sure, there are examples, such as Carbon Based Lifeforms, where you're unsure where to put them. They do seem to be favoured in the downtempo surroundings, yet they are somehow considered to be one of the IDM people. The songs don't give us any clear answer as well, because the tune in the link, for instance, doesn't settle on either of the two.
