But centuries later, that mission twisted. The Dai Li stopped protecting culture and started protecting control.

They became masters of secrecy, manipulation, and fear. They silenced dissent, rewrote reality, and turned “There is no war in Ba Sing Se” into a weapon.

Kyoshi built the Dai Li to save the city’s soul. The Dai Li corrupted that purpose and hollowed Ba Sing Se into a perfect, controlled illusion.
