It's more like the Japanese do not distinguish between the R and L sounds, because the same sound sounds like "rl" to them.
I have noticed that, especially when I hear them try to pronounce an L in an English word (like one part from the Utawarerumono VN where Hakuoro says "sample", but it sounds more like "sampur").
