To your question, I would say it depends on your consciousness, inner communication level, etc.

But, I would say a tip I've got is let them form. Don't rush it or anything. I would also recommend finding a base for them to build off of. I find it most helpful to make a premade sp or request a bah to help. That is not required to create a headmate, though it does help with formation for us.
