as i have said before, he is based of a japanese youkai/yokai - Spiral’s rules are pretty straight forward, depending on how much despair, guilt and generally bad feelings you harbour there is a high chance Spiral would take notice and begin to drive his victim insane.
His origin is if Sans falls in the void intead of Gaster, his and Papyrus’s father in this story. Leaving Gaster in despair and a single dad looking after his youngest and dealing with the fact that he is the only one that recalls Sans at all.
And Sans did not dust right away - he was flung into the flooding room that was created to cool the core in case of a core meltdown, while he was erased from everyones memory (besides gaster) he was eroded away slowly and painfully...hence why is often seen dripping wet, black mould growing where he walks and his ability to ‘flood’ the timeline with miasma. He pretty much lives under the core.
Gaster is left alone dealing with the terrifying apparition of his eldest stalking him relentlessly, and Papyrus is young and dealing with his unstable father.
