I don't think ogCale was a fallen noble.
His behavior shows that he might have been the count.
There are 4 reasons:
He seems used to paperwork: After becoming Roksoo, he went to the company after a week. But he was able to finish 1 week of work early and perfectly. We also saw how he was working overtime on some paperwork.
His noble behavior: If he was a fallen noble, then, I don't think it's possible to maintain his noble-like behavior after 20 years. Specially because, he didn't act like a noble before the age of 18/20 because of his trash act. So why would he suddenly act like a noble after becoming a fallen noble?
How can he be a leader: Even if he was a soldier, it's not possible to do Roksoo's work so easily. We know the reason no one can replace Roksoo is because, no one is eligible enough to do his work. But ogCale can do it for the last 2/3 years.
Eating habits: He was eating some food like he was eating a steak. He also seems to have a slight alcohol addiction. These things indicate even if he wasn't super rich before the fall of the Henituse, he also didn't become a commoner.
So, I believe that he was a count before the regression. I don't think he became completely poor. Because, we saw that the Henituse has properties in the capital. So it's possible to have other properties in other places. Rich people don't keep all of their money at the same place.
