Many states have limited amount of drinking water which becomes scarcer every year due to changing climate and growth.
One of the most important programs that the water conservation departments run is the Water Smart Landscape (WSL). It pays out people who want to get rid of their lawn and replace it with desert landscape. However there needs to be a way to constantly monitor if the customer chooses to put the grass back.
