A Few Sandwiches Short of a Picnic
The phrase can almost certainly can be traced to the strange case of Mr Frank Almish of Devon, UK, in 1915. Almish was a failed architect who, after several instances of public humiliation at the hands of unruly builders on site, took on the less stressful task of drawing caricatures of tourists on the promenades.
However, it was not Frank's occupation that led him to become the archetypal sandwich-lacking picnicker. Franks spent his spare time in his local park where he liked nothing better than to sit down with an erotic novel and read it aloud to the children as they swung on the swings, dangled upside down from the monkey bars or simply gazed in horror, surprise, curiosity and wonder but mainly horror, at the man they would later describe in court as ‘the man with the book that didn’t have any pictures in.’
Unsurprisingly, the raw form of sex education being so unscrupulously administered  to the children did little to impress the less liberal elders of the community. Action was taken when several essays submitted at the village school contained references to The Lustful Turk. Frank was thrown in jail to await trial and the Exmouth Journal led with the story. Frank claimed insanity then changed his plea claiming he was there only to eat his picnic. Cross examination of the defendant found that in fact, on the day in question, Frank’s ‘picnic’ basket contained only a solitary sandwich. Outraged at such reckless use of the term ‘picnic,’ the jury took him at once for a madman, unanimously agreeing that four sandwiches was the minimum quantity of sandwiches a basket must contain for it to be deemed that of a picnic, what Frank had, was a sandwich in a basket. The following day the Journal led with ‘A Few Sandwiches Short of a Picnic’ and it has since been used to refer to an individual with erratic behaviour or one who seems to be mentally deficient in some way.
