What Happened
CHIEF had processed UK customs declarations since 1994. On the first date, it closed for imports. On the second, exports followed, and CHIEF was gone. Why It Was Staged
Splitting imports and exports gave agents time to migrate and adjust to the new declaration model, but the deadlines were firm. Once each date passed, CHIEF stopped being an option for that traffic.
Why It Happened At All
