Manual is planning a murder.
I just really like the character acting in this panel. Robin facing the opposite direction of CP9 identifies her as Not One of Them, but at this point she’s also refusing to look at the Straw Hat Pirates as she gets ready to run away--something she’s been forced to do all her life as a means of survival, but now leading to her (supposed) doom. Just a fantastic way to end the chapter.
I really like the implied characterization of Lucci instantly going for Luffy’s throat. He’s not like Enel or Crocodile, who are willing to play with their victims before horrifically murdering them. It’s cold, ruthless efficiency that would have killed Luffy had it not been for his power.
Though I think there’s some validity to questioning whether Lucci meant to kill Luffy here or not. Having fought him at the shipyard during the big brawl with Franky he’d know that Luffy was a rubber man. Robin’s still right here, and if the Straw Hats die she’s probably not going to cooperate with the Government per her agreement.
On the other hand, as we’ve clearly established by this point, Lucci is first and foremost a dick. Just like a professional doesn’t aim a gun they’re not prepared to use, I don’t think a super spy stabs a dude in the neck if he’s not trying to kill him at least a little. The fact that Robin doesn’t pick up on that shows how clouded her judgement is at this point in time
