can you explain the central/western/etc circle stuff for someone that wasn't here at the time?
The circles were essentially different schools of (read: approaches to) magic. They went off and did their own things in their own ways. Blood magic, Witchery, etc.
The Central Circle was the legal arbiter group responsible for keeping the others in check and ensuring they didn't do anything god awful, like entrusting their post to nature's slowest bird or assigning classrooms by blood lineage. They didn’t have a traditional central headquarters so much as a huge assemblage of indoor areas connected by portals and magic doorways.
Unfortunately the Witch metaphorically took over the Central Circle shortly after escaping their imprisonment, paralysing the gears of justice and allowing the other circles to get away with basically whatever with no idea why they weren't getting caught by the wizard cops.

CIT couldn't revise AO's order if case was already transferred under sec. 127
Where Commissioner, Kolkata - II issued on assessee a notice under section 263 on 18-3-2013 proposing to revise assessment for year 2008-09 and thereafter he passed an order under section 263 on 26-3-2013, since case of assessee had already been transferred by said Commissioner by an order dated 3-9-2012 passed under section 127(2)(a) to Assessing Officer, Central Circle, Kolkata, Commissioner lost seisin over matter
As you can see in the episode, only a handful of members are actually trapped in the meeting hall under the Envoy's watchful gaze. These members constitute the bulk of the circle's authoritative members, plus PaprikaSu because she represents a significant threat to Lying's schemes, but other members ARE free to act outside the house arrest.
This means that whilst the circle can't make any grand overtures or enact much in the way of rescue, Central Circle characters (dominantly consisting of junior members but one or two higher-ups too) can and DO exist outside of the meeting hall and are able to act independently of this problem.
Secondly, the Central Circle DOES have a dedicated meeting place.
The meeting hall that Su and the others are trapped in is one room of hundreds in the circle's otherwhere network, a network that roughly comprises their main headquarters. The headquarters itself is very decentralised, with different rooms and offices miles apart and even in different dimensions. The advantage of the otherwhere system is being able to build wherever you need to build, sort of akin to replacing doors with teleporters.
This means that non-imprisoned members are still able to access other parts of the Central Circle organisation, such as libraries, offices, etc.
Thirdly, the imprisonment was a clandestine event.
That is to say, the Circle convened for another (presently unstated) purpose, then Lying turned up and imprisoned the witches to prevent interference with their plans with Dave.This means that information regarding what's going on inside the meeting hall is extremely limited, with Lying most likely feeding false intel to Circle members outside just as much as they are doing so to Dave.
Finally, Lying is NOT a Central Circle member
This one is probably the most obvious, but bears mentioning because it means basically everything Circle-related that they have stated since first appearing The Hard Way a few episodes ago is now questionable at best.
This means many more things may not be as they seem.

So this is gonna be my OC post, still really trying to figure out where she belongs! This is reaaaaaaally long, so sorry! I have a tendency to elaborate on things, and this is one! Also, I spell magic(s) with a k on purpose!

Looks- Finn was often described as very pretty. She was very slim and delicate, her limbs thin. Her facial features are somewhat similar to that of the elves and sprites that inhabit Minecraftia’s forests. She is graceful in her movements, seeming to flow like water.

Personality- Finn has a hard time trusting people. She seems outwardly kind, which she is, but inside she is very wary and always on guard. Based on what has happened to her in the past, Finn usually prefers to be on her own. She is lonely though, and would love to have friends that wouldn’t leave or betray her. When you get to know her, she is actually very funny and very sweet. When in a fight, Finn usually relies on her mind to win rather than her strength. She prides herself on her cunning and trickery, as well as her great amount of knowledge. Finn is a scholar who loves to get out and research in the field. She loves being able to practice her magicks freely.

Short Version:
Finn discovered she had control over Ender magic, Aether magic, Earth magic and Nether magic. When her parents found out, they were furious and kicked her out. She ran away until she stumbled upon a hut which was inhabited by a Luminan named Mark. He taught Finn Witchery while she practiced her Elemental magicks on her own time. He eventually used her as an experiment and sent her through a Flux portal to Minecraftia to see if it was actually possible. Finn was then infected with Flux, and was now stranded on Minecraftia.
All of her Elementals were now reduced to one power each. Communication with Endermen, growing food quickly, summoning a firelight and small wind bursts to help travel.
Ridgedog found her, healed her of all of her serious injuries, and told her about the magick users of the land, mainly Rythian, Zoeya, Martyn and Kim. He also told Finn about the Circles that had been formed while she wondered which one she belonged in. (That’s basically it, read more if you want the full story!)
When she was a young girl, she’d stumbled upon a book called “The Elementals of Magick”. When she read it, she realized that she had abilities similar to those described in her book. She could teleport, she could control fire, and wind, and plants seemed to grow faster around her. She’d had to keep these talents hidden around her parents because she knew they’d freak out. They’d always said that magick was for people with no real ambition, so she kept that part of herself hidden.
It was the year before she was supposed to attend the Academy and Finn was in a bit of a situation. She snuck out every night, guided by her silver eyes, and practiced her magicks. She came home every night before her parents woke up, but she was exhausted. She told her parents she wasn’t sleeping well and they tried to give her medication, which she didn’t take. All Finn wanted was to practice her magick where she wouldn’t be hated for it. She didn’t want to go to the Academy and learn about science and technology.
One night as she snuck back into the house, Finn’s parents were waiting for her in their living room. They yelled at her, demanding she tell them where she’d been. Finn lied, saying she slept walked outside and woke up on the back lawn, but her parents didn’t buy it. Her freckles gave her away with their fast fluctuations in light levels. In her panick, small Ender particles began appearing around her and a light breeze blew through her home. Finn’s parents were shocked, and kicked her out of the house, giving her only enough time to gather her clothes and leave.
Finn fled into the dark night. By the time dawn rose, she was miles away from her home. She collapsed to the ground with tears in her eyes. The ground softened around her, berry bushes springing up nearby due to her hunger. She ate a little bit and fell asleep on the ground.
When she woke up, the sun was at its highest point in the sky. Finn was shocked to see a hut not very far off. She stood up and staggered her way over to the small hut, but before she reached the door, she found herself trapped inside a chalk circle. She teleported out of the circle and knocked on the door, a young man answering it.
After explaining her situation to him, he agreed to teach her what he called Witchery and she could stay with him. She was eternally grateful to him, the young witch named Mark.
Finn stayed with Mark for a year and became extremely proficient at Witchery, while still honing her Elementals. Towards the end of her stay with him, Mark became increasingly distant from Finn.
One day, Finn woke up and found herself trapped in a large, invisible box. She pleaded with Mark to tell her what he was doing, but he remained silent. When he finally spoke, he said he was using magick known as Thaumcraft to try and send Finn to another world. She was stunned but before she could protest, a swirling purple vortex opened up under her, and Finn fell through it, screaming in pain.
Finn woke up in a world that was unfamiliar to her. She was covered in unusual purple markings and she felt strange, like something had changed. She was eventually found by Ridgedog, who took the Luminan back to his castle and healed her. He learned Finn’s story as he helped her recover, and he also told her where she was and what had happened to her. She had been infected with Flux because of the portal she traveled through.
Ridge noted that she had control over the Elemental Magicks, and told her of other mages like her. Finn learned of Zoeya, the Pyromancer. Rythian, the Ender Alchemist. Littlewood, the Forest King. (Littlewood was also known as Martyn.) And Finn learned of Kim, the human who had been infected with Flux and used her magic to help her achieve all of her goals. Ridge knew nobody that could control the Aether though.
Finn tried to use all of her Elementals again, but was shocked when they barely worked. All of the time she’d spent honing them and expanding on them was wasted. Each Elemental only gave her one ability now. She could communicate with Endermen, she could grow fruits and vegetables from the ground, she could produce a small firelight in her palm and she could summon small burts of wind to help her travel. No more teleportation; no more blazing infernos; no more raising mountains; no more hurricanes. Finn was extremely disheartened, but Ridge kept her spirits aloft.
Ridge told her of the Circles of Magic that had popped up after tons of people had suddenly began appearing on Minecraftia. As Ridge described the Circles to her, Finn wondered where she would fit in. Ridge had not said which circle Rythian, Zoeya, and Martyn were in. She felt she belonged with them, despite her knowledge of Witchery and her new control of Flux, which could do her well with Thaumcraft.
Finn was also delighted to learn that there were other Luminans on this planet. Xephos and Will Strife. Finn vaguely remembered her parents talking about the two of them. Xephos was the smart guy who was an excellent pilot and an amazing person. William was the silent scholar, who was always right. Strife was the genius who had no friends in the Academy. Finn’s parents had always worried about him.

This is basically as far as I’ve gotten with her! I know having control over all of the Elementals may be a bit much, I might change it. This is Finn! Hope she fits in somewhere! xD
