I know the 40k fandom loves the headcanon that commissars assigned to Death Korps units have to prevent their charges from suicidal charges but I feel there's a truly untapped opportunity of commissars assigned to Catachan regiments.
I can just picture a commissar cadet, fresh from the schola, being taken aside by his mentor and saying, "Listen, kid, that 'First man who retreats will be shot' groxshite isn't going to fly here. These bastards decide you're a liability, you'll find out how skilled in booby traps and good old fashioned frag grenades they really are. And if they really take a dislike to you?
