My crackpot Warframe theory is that Viktor Vodyani is/ is the 'template' or whatever for Captain Vor.
THE EVIDENCE
1. Their names: we have Vor (or Void Vor) and then Viktor Vodyanoi.
Do you see it????
Viktor = Vor even the last name, Vodyanoi, sounds a lot like Void. Interesting isn't it???
2. Personalities: Both serve a higher power (women specifically) and see themselves as envoys to their particular leaders. Both also use manipulation and propaganda when they speak. Doing their best to try to turn the Tenno against Lotus and the people of Höllvania against the Hex.
3. My final and biggest piece of evidence:
Neither one knows how to shut the fuck up.
(seriously their cadences and intonations are very similar)
