California Heat Pump Partnership Maps Path to 6 Million Installs by 2030
California wants 6 million heat pumps installed by 2030. The California Heat Pump Partnership's 2026 blueprint says the state is on track to miss that by about 2 million units.
CAHPP is a coalition of Carrier, Daikin, LG, Mitsubishi, Rheem, Trane, PG&E, and SCE. (Not on the roster: Bosch, Lennox, Johnson Controls. That's a signal.)
The four biggest barriers per the blueprint: inconsistent permitting across 480+ jurisdictions, a ~10,000 installer workforce gap by 2028, upfront equipment cost, and confusing stacked incentives.
SB 282 — the Heat Pump Access Act — would standardize permitting statewide. It hasn't passed yet.
