How the FBI Made Two Black Organizations Kill Each OtherOn November 25, 1968, J. Edgar Hoover ordered COINTELPRO field offices to destroy the Black Panther Party β specifically by manufacturing a war with Ron Karenga's US Organization.
FBI agents sent forged anonymous letters to each group claiming the other was planning violence. They created fake cartoons designed to humiliate both sides, distributed as if made by the other. The LAPD's Criminal Conspiracy Section, through informant Louis Tackwood, funneled money and arms to the US Organization.
On January 17, 1969, Alprentice "Bunchy" Carter and John Huggins were shot dead on the floor of UCLA's Campbell Hall. Huggins left behind a daughter less than a month old.
After the killings, LAPD raided the Black Panthers β not the US Organization. 75 Panther members arrested. All charges dropped.
The Church Committee confirmed in 1975 that the FBI deliberately engineered the conflict. A May 1970 memo β written sixteen months after the murders β documented the bureau's plans to continue manufacturing confrontations between the two groups.
FBI agent Richard Held was promoted.
