You know, for someone the fandom likes to joke about as "the betrayal guy", Ango is incredibly consistent in his loyalties. He was simply never loyal to Mimic or the Port Mafia in the first place; he only joined them as a spy, and he stuck to his original loyalties even when he made friends and started feeling bad about it. He didn't even really betray the government for Dazai in the DOA arc; they'd been subverted by the Page and Dazai had a plan for fixing that. Even when going against orders, he was acting in the Special Division's real best interests and never mind if other people didn't see it that way.

He only looks disloyal if he doesn't happen to be loyal to you.

So in Dazai’s entrance exam Fukuzawa tells Kunikida that if Dazai turns out to be “an emissary, intelligence operative or spy of some sort, then you are to fire him without hesitation. However if you sense any wickedness in his heart, you will shoot.”

And if you think about it this assessment is what Dazai used to decide Ango’s fate.

He found out that Ango was a spy and an intelligence operative for the Special Abilities Division. But despite everything Ango had done Dazai couldn’t sense any wickedness in his heart. He knew that at his core Ango was a genuinely good person.

In following the Port Mafia’s code Dazai would’ve had to shoot Ango down where he stood. But he picked a different path, without even realising it he followed the Agencies ideals. He fired Ango on the spot and he let him go.

Light and dark may mean nothing to him but Dazai will always choose the side that allows him to protect those he holds dear.

Odasaku knew it and Kunikida would learn it too.
