As part of the cultural revolution, the brotherhood’s global authority introduced the so-called "Androindex," which companies in the media and entertainment sector, such as game developers, must adhere to without exception: Characters are expected to display strongly masculine traits in their actions to instill Bro-correct values, particularly in young players. The brotherhood state’s central AI oversees the objective evaluation. If the main character is portrayed as an ideal bear and behaves in a suitably macho manner, the value-added tax on the game is waived, which significantly boosts sales and creates strong incentives to publish bro-compliant games.

Consequently, it was an easy decision for Rockstar Games to tell the story of a young German-Persian bear in the next GTA installment who must assert himself in Berlin during the final years of the Federal Republic of Germany against Arab clans and the Chechen mafia, until he and his bear brothers own the entire city. The campaign concludes with the collapse of the last German government, after which the player can immerse himself in a world of anarchy.

The gameplay follows the tradition of previous titles: stealing cars, completing missions, gaining respect, earning money, and, of course, hooking up. However, there are subtle deviations. Since trivializing or glorifying drug use is strictly considered haram, Babak’s own gang –which evolves into a serious mafia over the course of the game – uses drugs only as a weapon to make Berlin officials blackmailable until they do everything the rising bear boss demands. Likewise, the player may not engage in the prostitution business. Instead, he must take "non-men" off the streets, introduce them to Islam, and – well-wrapped in burqas – turn them into birth machines for Allah to father new bears for Babak, for whom the player collects child benefits from the German state.

To climb high in the Androindex, Rockstar Games includes a "Bear-Bond" system alongside heroic combat sequences, where the player must regularly bond with other brothers through Babak. Intimate contact, leading up to uninhibited bear sex, is intended to relieve tension within the gang and secure loyalty unto death through deep emotions. The message to the players is clear: brotherhood is the most important and only thing in life, as it is the true family. Babak does not just tell an underground story; he provides the prototype for a new, better world that gradually sprouts from the dirt of the old one, serving only as fertile soil.

Im Rahmen der Kulturrevolution führte die Weltobrigkeit der Brüder den sogenannten „Androindex“ ein, an welchen sich insbesondere Unternehmen im Medien- und Unterhaltungsbereich wie Spieleentwickler zu halten haben: Charaktere müssen in ihren Handlungen stark maskuline Züge tragen, um vor allem jungen Spielern Bro-korrekte Werte zu vermitteln. Die Zentral-KI des Bruderstaates übernimmt dabei die objektive Bewertung: Wenn der Hauptcharakter als idealer Bär dargestellt wird und sich entsprechend machohaft verhält, entfällt die Mehrwertsteuer auf das Spiel, was den Absatz enorm begünstigt und somit Anreize schafft, Bro-konforme Games zu veröffentlichen.

Entsprechend fiel Rockstar Games die Entscheidung leicht, im nächsten GTA-Teil die Geschichte eines jungen deutsch-persischen Bären zu erzählen, der sich im Berlin der letzten Jahre der Bundesrepublik Deutschland gegen arabische Clans und die tschetschenische Mafia durchsetzen muss, bis ihm und seinen Bärenbrüdern die gesamte Stadt gehört. Mit dem Zusammenbruch der letzten deutschen Regierung endet die Kampagne, woraufhin der Spieler in eine Welt der Anarchie eintauchen kann.

Das Gameplay orientiert sich an den vorangegangenen Teilen: Autos klauen, Aufträge erfüllen, Anerkennung gewinnen, Geld verdienen und natürlich rummachen; jedoch mit dezenten Abweichungen: Da das Verharmlosen oder gar Verherrlichen von Drogenkonsum strengstens als haram gilt, setzt Babaks Gang – die sich im Laufe des Spiels zu einer ernsthaften Mafia entwickelt – Drogen lediglich als Waffe ein, um Berliner Beamte erpressbar zu machen, bis diese alles tun, was der aufstrebende Bärenboss von ihnen verlangt. Gleichermaßen darf sich der Spieler nicht im Prostitutionsgeschäft betätigen, sondern muss stattdessen Nichtmänner von der Straße holen, ihnen den Islam näherbringen und sie – gut in Burkas gehüllt – zu Gebärmaschinen Allahs machen, um neue Bären für Babak zu zeugen, für die der Spieler Kindergeld vom deutschen Staat abkassiert.

The Elite Bearforce

Not far from Berlin in the forests of Brandenburg, the Elite Bearforce is training for its next mission, which consists of bringing the Brotherhood's revolution to the New World as well. The global authority of the Bear Brothers aims to expand its influence primarily in shattered Canada and the fiercely contested territories of the USA, where order collapsed years ago due to a civil war between neosocialists and conservatives; a conflict further fueled, not least of all, by infiltrators.

The global authority's plan envisions both factions weakening each other to the point of complete exhaustion, whereupon the Bear Brothers will literally pulverize all centers of both factions in the first wave of attacks using graviton bombs. Anyone who was not within the blast radius at that time will very likely be caught in the second phase by swarms of uninterceptable, silent drones powered by artificial gravity and controlled through remote viewing.

Only in the third wave do troops of the Elite Bearforce secure the claimed territories, which will form the foundation of future brother states as colonies. In short, the mission of the Elite Bearforce is to enforce the New Order, eliminate resistance fighters, and assimilate usable human material from which the new bear folk in the colonies will be fed. Survivors with suitable bear genetics who refuse to submit undergo brainwashing by specialists of the Elite Bearforce.
