And who better to do it than the U.S. government? Than Jeff Novitzky, the man who brought down BALCO? Who exposed doping in baseball and track and field? The enigmatic bulldog investigator would, surely, be a match for Armstrong. With subpoena power and the threat of perjury, he would succeed where journalists failed. ... But Armstrong proved too difficult for even Novitzky to crack. And with little hint so far of the reasons for closing the case, there is little closure.
