That is a pretty spot on summary of the last few decades of Eurasian geopolitics. It is essentially the worldโs longest running, most stressful romantic comedy where nobody actually ends up together and everyone is constantly checking their "Exโs" social media. Here is the "behind the scenes" of the drama you just described:
๐ The Perpetual "Waiting Room" (๐น๐ท & ๐ช๐บ)
Turkey ๐น๐ท has been knocking on the doors of EU ๐ช๐บ since the late 1990s. While they are technically an official candidate the relationship has hit major roadblocks:
The "It Is Complicated" Phase: Issues ranging from human rights and judicial independence to the status of Cyprus ๐จ๐พ have kept the door firmly locked.
The Tired Rejection: The EU ๐ช๐บ often feels Turkey ๐น๐ท is moving away from European standards while the Turks feels like they are being given a permanent "maybe next time" just to keep them in the neighborhood.
๐ช The Pragmatic Rebound (๐น๐ท & ๐ท๐บ)
When the EU ๐ช๐บ says "No" Turkey ๐น๐ท often turns East. Their relationship with Russia ๐ท๐บ is what diplomats call "adversarial collaboration".
The Harmonica Vibes: They do not always agree (eg Syria, Libya ๐ฑ๐พ, Iran, Ukraine ๐บ๐ฆ) but they are experts at sitting on that street corner together to trade energy, S400 missile systems and tourism deals.
The "Phone Number" Exchange: It is more about showing the West that Turkey ๐น๐ท has other options.

The EU's "How dare you!" is not just jealousy but a major security anxiety.
The NATO Twist: Turkey ๐น๐ท is a key NATO member to the point where it has the second largest number of active duty troops in NATO. Seeing them "exchange numbers" with Russia ๐ท๐บ makes the EU ๐ช๐บ (and the USA ๐บ๐ธ) incredibly nervous about the unity of the West.
The Leverage: Turkey ๐น๐ท knows that every time they lean towards Russia ๐ท๐บ the EU ๐ช๐บ gets desperate to keep them in the fold even if they will not let them through the front door. If geopolitics were a reality show, this episode would be named "The S400 and The Cold Shoulder".
"If only ๐น๐ท shut down the Bosphorus and banned all naval access to ๐ช๐บ"
That would be the geopolitical equivalent of Turkey ๐น๐ท not just slamming the door on the EU ๐ช๐บ but also building a brick wall in the middle of the hallway and charging a "viewing fee" to look at it.
If Turkey ๐น๐ท actually shut down the Bosphorus (the Istanbul Strait) and the Dardanelles to EU ๐ช๐บ naval access we would not just be looking at a "breakup" but also at a global systemic meltdown. Here is what that "Total Blockade" scenario would actually look like:
01. The Legal Nightmare (The Montreux Convention)
Since 1936 the Montreux Convention has governed the Bosphorus Straits. It basically says Turkey ๐น๐ท has the keys to the house but they must let merchant ships through during peacetime.
The Violation: If Turkey ๐น๐ท unilaterally blocked the EU ๐ช๐บ they would be tearing up one of the most stable international treaties in history.
The "Wartime" Loophole: Turkey ๐น๐ท can technically close the straits to warships if they feel "threatened by an imminent danger of war". Closing it to all naval access (including trade) for the EU ๐ช๐บ would be Turkey ๐น๐ท declaring that the EU ๐ช๐บ is an enemy combatant.
02. "Friendly Fire" (Bulgaria ๐ง๐ฌ & Romania ๐ท๐ด)
This is where it is awkward. Bulgaria ๐ง๐ฌ and Romania ๐ท๐ด are both:
Full members of the EU.
Full members of NATO (Turkeyโs own military alliance).
Located on the Black Sea.
By blocking "the EU ๐ช๐บ" thus Turkey ๐น๐ท would effectively be blockading its own NATO allies. This would likely trigger Article 4 (consultation) or even Article 5 (collective defense) of the NATO treaty. The rest of the alliance would see Turks "holding the family hostage".
03. Economic Mutually Assured Destruction
Turkey ๐น๐ท and the EU ๐ช๐บ are massive trading partners.
The EU's Pain: Massive disruption to grain, oil and gas flowing out of the Black Sea. Prices for bread and fuel in Europe ๐ช๐บ would skyrocket overnight.
Turkey's Pain: The Turkish Lira would likely enter a freefall. The EU ๐ช๐บ is Turkeyโs largest export market. If the EU ๐ช๐บ retaliated with a total trade embargo the Turkish economy would face a crisis unlike anything it has seen in the modern era.
04. The "Russia ๐ท๐บ" Complication
If Turkey ๐น๐ท blocks the EU ๐ช๐บ but keeps the door open for Russia ๐ท๐บ it would be the ultimate "choosing a side" moment. The Turks currently balance both sides (the "harmonica" scenario). Closing the door on the EU ๐ช๐บ would mean Turkey ๐น๐ท is now fully "all in" with the East thus losing all leverage as a bridge between two worlds.
THE VERDICT: It is the "Nuclear Option". Turkey ๐น๐ท has the physical power to do it but the diplomatic and economic blowback would be so severe that it has usually kept as a "do not make me do it" threat rather than an actual plan to implement.
